Manatee County, FL Chooses Empliant to Help Power New Consumer Driven Health Care Program to Control Rising Health Care Costs.

CHAPEL HILL, NC - August 11, 2005 - Empliant, Inc., announced today that Manatee County, FL has selected Empliant's new Qualifying Event Reimbursement Software (QERS) application to help integrate a worksite wellness program with a new consumer driven health plan for more than 3200 County employees and their families.

Manatee County's consumer driven health management program assigns employees to different levels of health plan reimbursement, based on participants completing annual qualifying health management events, such as a Health Risk Appraisal, Wellness Profile, Age-Based Health Management Screening, and Disease Management Screenings.

Using Empliant's new self-service QERS, participants enter their qualifying health management event information as part of the annual online enrollment process. The QERS calculates (in real-time) the plan reimbursement level for which the participant qualifies. Built-in workflow enables plan administrators to confirm and approve participant qualification.

The QERS also calculates and displays event and accumulated incentive dollars participants earn by completing specific health management events, such as non-tobacco use, exercise, weight management, and other wellness programs. Participants may assign their incentive dollars to reduce their contribution towards the Medical Plan, Dental Plan, or apply them to a Health Care Flexible Spending Account.

The Center for Prevention and Health Services at the National Business Group on Health estimates that every $100 per employee invested in preventive services will produce a $300 return in averted treatment costs.
